Services

You hand over drawings, the bill of quantities and details of work completed to date; you receive verifiable quantities, invoices and priced variations.

VOB (Vergabe- und Vertragsordnung für Bauleistungen) is the German set of standard rules for construction contracts: Part B contains the general conditions of contract, Part C the general technical specifications (ATV) – DIN 18299 for all trades plus one standard per trade, each with its measurement rules in section 5. Part B applies where your contract incorporates it, and Part C applies with it (§ 1(1) sentence 2 VOB/B); where the contract, the bill of quantities or its preambles say otherwise, those provisions take precedence over VOB (§ 1(2) VOB/B).

Measurement and quantity take-off

Measurement to VOB/C, verifiable item by item, with workings, drawing references and marked-up drawing extracts. We also review check measurements and take-offs prepared by others.

  • Quantities to section 5 of the relevant ATV
  • Workings and drawing reference for every quantity
  • Marked-up drawing extracts as PDF appendices
  • Missing dimensions derived transparently and flagged
  • Review of check measurements and quantities

Invoicing and final accounts

Interim invoices and final accounts, drawn up to be verifiable under § 14(1) and § 16(1) VOB/B: every quantity invoiced is substantiated by the measurement. We also check invoices and prepare daywork records.

  • Interim invoices based on work completed to date
  • Final account with measurement, summary sheet and appendices
  • Invoice checking against measurement, bill of quantities and contract
  • Daywork records (daywork sheets) under § 15(3) VOB/B

Variation management

For changed, additional and uninstructed work, we identify the basis of entitlement under VOB/B and prepare the variation quotation with its price build-up. You submit it in your own name.

  • § 1(3) and § 2(5) VOB/B: instructed change, new price
  • § 1(4) and § 2(6) VOB/B: additional work, separate payment
  • § 2(8) VOB/B: uninstructed work, acknowledged or necessary, presumably wanted, promptly notified
  • Variation quotation with a transparent price breakdown

Only what can be evidenced goes into a claim.

Labour and tender estimating

Estimates for labour-only work in your tenders. Every unit rate can be traced back to its labour constant (labour hours per unit) and the hourly rate.

  • In-house estimating database: over 100,000 items from over 250 projects
  • Labour constants graded with the confidence traffic light, see sheet 02
  • Excel with formulas: a changed hourly rate updates every unit rate
  • Labour-only bids for the structural shell, concrete and formwork

Unit rate = labour hours per unit × hourly rate

VOB-compliant contract administration

We analyse the bill of quantities, plan labour and the programme for the structural shell, and prepare correspondence under VOB/B. Instructions, warnings and delays are recorded as they occur, not only when the work is invoiced.

  • Bill of quantities analysis: preambles, measurement rules, quantity risks
  • Data exchange in GAEB DA XML 3.2, GAEB DA11 (measurement) or Excel
  • Labour and programme planning for the structural shell
  • Correspondence under VOB/B, such as warning notices and delay notices

Method

Every quantity with its workings.

Five steps from receipt of drawings to handover. Your client can recheck every single quantity; you can see how reliable each labour constant is.

  1. Review documents

You hand over the drawings with the drawing register and revision status, and the bill of quantities with its preambles. We check the drawing revisions for discrepancies and compare the drawings with the bill of quantities.

Where drawing revisions conflict, the latest one applies; the discrepancy is reported.

  2. Set measurement rules

The rules are fixed before the first quantity is taken off: the preambles to the bill of quantities, ranking above ATV DIN 18299 ff., and for each element the measurement boundaries and the rules for overmeasuring and deductions.

  3. Verifiable measurement

Every quantity is given its workings and a drawing reference. Dimensions not shown on the drawings are derived transparently and flagged.

Item n, wall on grid line B: L × H − openings above deduction threshold = quantity, drawing ref. with revision

  4. Pricing with a confidence traffic light

Where prices have to be established, for example for labour-only bids and variations, we check each labour constant against the estimating database. The traffic light shows whether it rests on several matches, a single direct match or manual derivation.

You receive Excel workbooks with a summary sheet and live formulas rather than hard-coded values, the PDF appendices and the GAEB export – all in your name.
